In a large kettle combine potatoes, onion, carrots, salt, pepper, parsley, chicken base and butter. Add enough water to cover vegetables. Cook until vegetables are tender. Do not drain. Add 4 ½ cup milk. Bring to a boil, then add mixture of ½ cup flour and 1½ cup milk. Stir until well blended. Simmer on low heat for 5 minutes. A little cheese may be added.
